If you're asking about immigration rules to Finland, the national agency for handling immigration permit applications is the Finnish Immigration Services. Their website has all relevant information about the requirements and the process.

Useful things to ask on the path to your original questions answer are things like:
Do you have a residence permit to Finland ?
On what grounds you could get a residence permit?
Are your qualifications recognized in EU/EEA and Finland?
What would it take to have them recognized and yourself become registered to have right to work in a licensed profession?
Would you be willing to take some top up education to fill in the possible differences in how health care operates and the roles in these different systems?
Would you be willing to study languages as needed for the job?
What would be your spouse's justification for a residence permit?
Would spouse have own education and career?
Would spouse come along as an dependant person, applying on that ground for a residence permit?
Many things are possible. But there are some steps to take and some can take serious effort.
Working in healthcare as a professional in licensed professions requires good skills in one of the local languages in Finland.
It is good to remember that knowing local language is beneficial in many other ways too, since it opens the society to you in ways that using foreign languages will never do.
Settling down and feeling at home in a new country becomes much more achievable.
interesting but here lies the case,we want to travel to make money to support our families, and we already have the nursing background......
I would like to point out that Finland, as well as the other Nordic countries, is more about other things in life than just making money.
If that is your only goal in life, then Finland might not be the best choice for you.
I wouldn't suggest planning to move to Finland to study and work in health care , just to earn and send money elsewhere.
There are other beneficial aspects of life, but they don't exclude earning enough to give some support to people living elsewhere.
There are also things you might not like coming from very different places and cultures. If adjusting to a society with different values and way of life isn't something for you, then it's best not to put yourself in that situation by moving there.

Practice what?
It depends on what you would like to practice.
Practice in licenced professions isn't possible without it being part of a study program.

It depends on what kind of job you actually would like to practice. Many of the different qualifications and professions which can be put under the generic term nursing are protected and licenced professions in Finland. To practice those you need to have your qualifications recognized and become registered by the national agency, Valvira. If your qualifications are recognized in EU/EEA, then it's easier process. An other considerable challenge are the legal language skill retirements in health care. Basically you need to have fairly good skills in one of the official languages of Finland.
Finnish and Swedish are the official languages of Finland.

Public educational institutions in Finland don't have entrance fees, if that was your actual question about.
