they use html5 instead of flash so it does feel smoother, but yeah it's supposed to be "cross platform" - in reality they just designed it for mobile and just enlarged it for pc, that's why all the buttons are so big
yeah it's on PC through website and also on mobile. this version (NA/BR servers) came out earlier this year while the chinese version has been out for a few years longer

Do they still use Flash? It seems not so lagging like it used to. But the graphic look generic like Mobile game
