Great information, thank you very much. i think both may not differ in amount of mortar joint, because the mortar is spread evenly on all the blocks before the top course of block is placed on it. but in my opinion, another advantage is that the hollow block offers a form of interlocking with the mortar joint (the mortar enters the holes) which gives an extra strength to the walls. unlike solid block which has flat surface.
Hollow blocks depending on the type can be laid either on the flat side or the hollow side (there are hollow blocks with both sides being hollow) hence the mortar can be spread throughout or just on the sections that has the hollow. Also, not all hollow blocks have the interlocking feature. Some solid blocks as well do have the interlocking feature.

Yes it can, however you'll have to consult the engineer on the project for best advice

Yes, that's my assertion however it isn't always the case. There are instances where solid blocks may be the preferred option for all floors. This will depend on the project and it's engineering.
