I'm gonna guess that Ian Livingstone had something to do with this epic beauty of a soundtrack. Having something like this play in the final race already made this game much more memorable than the entirety of Grid 2019.
On his website there is a news entry regarding his work on it, where he also states that it will be getting an official release onto streaming/music platforms which was great to see.

For all the bad things about this game, the start of the final race on Legend difficulty, with this blasting in the background as you and Nathan McKane blow past a slow-starting Yume Tanaka and begin the chase for the title while she holds off the original TOCA Race Driver's protagonist, is a moment worthy of the original GRID. Probably the only such moment, but it's worth appreciating all the same.
I felt the exact same way when I heard the theme. It felt very cinematic especially when the music got louder when you drove faster through the mountains and tunnel areas. It was truly a race I’ll never forget.

For me it's like a Sonic Frontier of the entire GRID saga. Something actually decent for its franchise and a fresh breath of air for the genre around it, and yet not everyone appreciated it enough.
I made sure to nudge Nathan during the last chapter in the same spot where he did the same to Yume. Hell, in every chapter I made sure to give him a meaty nudge from behind in all the chapters that took place after the accident. I didn't just want to beat the McKane's in the last chapter, I wanted to humiliate them and tear Ravenwest apart.
I hear very strong elements of the GRID 2 leitmotif, i.e. through the first race of GRID 2- I love that callback. No matter how the game itself is the soundtrack is always so well-crafted.
i wish that one day, they made the ultimate racing crossover games and a remix of this play when you fight back against calypso (from twisted metal) with the help of dominic toretto!

Dissapointed Razor's Edge didn't make a comeback as it's arguably the motif of the entire series.
It's in there somewhere, but it's now called Triple Razor and is a remixed version with violins and chanting
