One thing I think a lot of people don't fully get, is that Colin is genuinely completely oblivious to Penelope's feelings for him, and they judge him way too harshly for it. She has always behaved a certain way with him, and he thinks that's just how she is. But now, she is actively looking for a husband and he doesn't think that she has ever considered him in that way, especially after their conversations in ep3. The way he sees it, she has already rejected him, but his desperation gets the better of him and he speaks out anyway. Penelope isn't the only one with low self esteem, and you see it clearly when Colin thinks that she's rejecting him in the carriage. He's immediately like, 'right, no, of course you wouldn't want me'. He was belittled and taken advantage of because of his romantic nature, and is constantly pursued by other women for his wealth, status and looks, but he says himself that Penelope is the only person who makes him feel truly seen and appreciated for who he is. They both effortlessly make the other feel good about themselves, and like they can actually just be themselves without judgement, which is why they're so perfect together.
