Sorry to hear that, hopefully the debit card issue fixes for you soon :( and for the fighters that can be evolved right now are: mai xiv, mr karate, orochi yashiro 02 um, iori xiv, mizuchi and igniz.
They might add them in later ig, since they're pretty popular fighters too. JP version always keeps us guessing about who's coming next haha, tho i love this because it adds variety to the game and sometimes shakes up the meta. :)

Yes, for now, evolve feature is exclusive to JP version only.
