You can abuse the civil war system more by deleting units, and then training new units but don't set a location for them to deploy and just let them sit in the Que, and once the civil war broke out you can deploy them instantly instead of waiting for them to get to 20%

It is worth noting that if you want to play on ahistorical while guaranteeing WWII still happens, you can set how specific countries will behave in the custom game rules (ie, forcing the German AI to follow their historical focuses), thus ensuring that even on ahistorical, a global war is certain. Its the only way I play now, its so much more fun than historical without having the risk of nothing happening from ahistorical.

Never get silent workhorse. It gives you an extra 0.3 pp income, meaning it takes 500 days before you break even. Even if you could take it on the first day of a game that will never pay for itself, as you can't make up for the opportunity cost.
