Luštica Bay but that place is expensive. It is at the entrance of Boka Bay. But there are other beautiful beaches, depends if you like sand or pebbles and cliffs. Mogren beach in Budva Hawaii Beach in Budva, St. Nikola Island Jaz sand beach Budva Bečići sand beach Budva Queen's beach (Kraljičina plaža) Miločer Herceg Novi riviera (from Igalo to Meljine) Rose Valdanos Beach in Ulcinj Sveti Stefan and many more Mostly there is place for towels and your own umbrella if you have one. Free. Getting emptier in September anyway
