Maybe try letting your hair mostly air dry then add some mousse & blow dry mostly the roots. Then put in the heatless curls :) I also have fine/thin hair. I’ve been using a really thin/skinny heatless curl set, and I do those things first before I sleep overnight. It gives ringlet curls (almost too curly the first day) but then after the hair falls more & the following day it’s helped hold curls which is hard for my hair. It’s called lanzhire heatless curl set. The only problem is like you mention, it doesn’t target the top section of the hair. The struggle lol
A few years ago I bought something called the Octocurl I think, good thing I lived by myself at the time because it looked so embarrassing lol and I couldn’t get the curls to look right
