We call it a lead holder, which we differentiate from a mechanical pencil. I used them in drafting and mechanical drawing classes for heavy wide dark lines; lettering; and shading.
They are designed for larger diameter graphite. The large-diameter graphite does not snap off under pressure like the smaller-diameter graphite used in a mechanical pencil.
They are sharpened when an ultra-fine line is desired. I preferred a lead holder to a mechanical pencil for technical drawing.

I like mechanical pencils and lead holders. My preference is for a lead holder because I press harder than normal and mechanical pencil leads tend to break easily.

We don't have lead pointers here in Malaysia, and you have to either order online, which is pricey, or go down to Singapore where they're available. We only basic cheap $0.25 small sharpeners and cheap snap-off blades. Any way sharpen them without lead holders?

Hey Zedfinite, Another way people chose to sharpen their lead holder is with sand paper. It allows you to determine the shape of the point.

DBK I have both and I can confirm the grip on the draft-matic is superior for those who love agressive knurling. Both are amazing pencils though.
