Yes! I know where and what it is! Just look up "The Silvercase Character Layout" and look at the first search result on the images tab. There is a layout of all the characters within the game and somewhere on the left is "Hymn of the 24 Wards" It starts out with the exact same 2 lines and switches to Japanese and when the subarashii part starts, it means Wonderful City, Wonderful System, Wonderful Government and so on. I'll post them in a bit.
