I could not open the pump even after turning the cap multiple times.. what worked for me - I aligned the closure and locking ring based on a vertical line available on both. Then I hold the locking ring tight and turned thr cap again, and it worked!!
So try to rotate the ring to different positions and it may work for you

After a broken finger nail and sore finger joints I had to get my tool box, used an actual nail and pincers.... and after another 10 minutes of an it's-either-me-or-you-pump-battle.... it miraculously opened.
I still don't know how though, or how to open that thing gracefully the next time. I used brute force 🤷‍♀

For ppl who cant open it- take the pump off, clean it, get a towel and hold it firmly by the chamber and then twist to the right

You should only hold the lock ring and the actuator -- that's all, and no need to clean anything.

...but a lot of these do NOT have a separate "lock ring" so you have to unscrew the Entire Top Off, Then hold onto the upper Chamber while you turn the pump head clockwise (CW) Or counter clockwise (CCW). before that last step, you'll need to rinse it clean so you can pinch tight that upper chamber

Of course they seem to have not considered that the user's hands may be wet and unable to grip the lock ring. Easy to fix in the design phase.
