In fairness, it's actually slightly more coherent than the original... This was the very first appearance of the Daleks IIRC, back when the show was still very new, wobbly on its legs and extremely rough around the edges. I mean, it was before color TV, so in fairness there was not a lot of established video entertainment culture for the creators to draw inspiration and, perhaps especially, practical planning systems from. Plus the equipment they had was expensive, including the film to do retakes, I believe. They did their best and started a fantastic series, just... one that got rather a lot better later on. Less filler, for starters.
