I kinda noticed one thing. If you use money confetti, any Mr. Shakedown will ignore your presence for a time being, given you threw money infront of them. I think, I just was trying to catch up on Hiroya (had him roaming around), and threw money to not mess with normal enemies, and Hiroya was just... Ignoring me.
My headcanon on why mr.shakedown is soo powerfull is becouse he has a tiger tatto And in japanese mitology a tiger is the only thing that can beat a dragon and thats why they are always even in strength.

i'm assuming after the bounding throw, the impact of landing on the ground is normally supposed to cause damage, but instead since sato was at the health required to trigger that invulnerable state, it treated it like an attack from him which causes that guardbreak animation. i could be wrong though, this is just a guess. TL;DR hard fall no work because sato was low enough to resist damage.
