Actually, Cody has occasionally committed a bunch of crimes/villainous deeds (such as murder, theft, kidnapping, etc.) and therefore he is a villain. Sure, he’s not always a villain, but he still counts as one (after all, there is a term/category called “On & Off villains”). The same thing applies to almost every other SML character.
