Its called a patch unit for a reason. there goal was to renumber it to comply with FRA regulations and get it back out hauling freight as fast as possible not to make it look pretty. Plus it is WAY better than modern UP paint seeing fallen flags like SP and CNW are amazing.
1:00 those are MOW locos fittied with remote controls they look like that so the FRA wont get mad at them not using propper crews that is also why Lorams and other MOW equipment looks so wierd.
