I don't know much about this but I think this clock was teasing the release of solstice. I don't know if you were able to see that in the normal run or in the other one. And if you don't know what is solstice just open the clover again after finishing the game
i dont think that there was enough time for either Undertale or OneShot to be influenced by the other. they were released only a year apart. the Undertale Demo came out before OneShot, and OneShot came out only a year before Undertale's full release making it impossible for the two games to take inspiration from each other. the similarities are either mere coincidences (most likely) or...the developers of both knew each other somehow (very unlikely).
Depends on if you really want to see everything or not, but by the games logic, *[Spoiler Warning]* actually two. The second route works a lot different from the first one, though.

If you mean how to get to the lock room and reaching the timer to 0, in the city on the elevator , go upper right, you will find an apartment with an npc with a clock head, you turn down and then right, and the lock shall be there, and you can change your pc timer to make it go to 0

It's true that you only get one shot because if you reset your save file it means that you killed niko and you can't play the game ever again.

It’s based on real time and was counting down to the release of the update that added in the solstice run
the timer was only in real time when it was counting to the solstice update, now it is 0 everytime
