Install texstudio and miktex when offline. Try disabling your antivirus first.

I got you. There are two problems causing this:
1- You might have a slow internet connection.
2- You are using an outdated miktex console. (update your miktex). Hope it helps

Sir if we close a document in latex can we open it again in latex ? Mean if we creat a file and then close it . Can we open the same file again?

Yes, you can but you should first save it once. It will auto save the output file next time and there is no need to save it again, just you have to run the code and it will auto save. Thank you.
