There are some reasons for it : first - your foundation oxidizes. 2- you need to color correct if you have dark circles/ dark chin and upper lip area etc .
I would recommend you plum green tea moisturizer... I'm using it n I've oily skin but after using this moisturizer my skin has become normal .. also it's non-codmogenic and free of parabens 😊 go for it!

Frozenish you have to apply loose powder after applying foundation. That will create an oil free look.
After concealer you have to use loose powder in the place where you have applied your concealer means your eye contour
