1. She's no where to be seen in all of this.
2. Perfect timing. She's new, she's never met Tom, HOWEVER, people talk about him around her. If she never actually met him, how could it be her?
3. The phone call that the News got is the same voice that Savvy keeps getting calls from (if that makes sense). Even though she know that no one is blaming her, she doesn't want people to catch on and figure out it's her, and what better way to do that than to blame it on someone else. SOMEONE who no one has ever seen before.
Why did she do it?
Maybe to distract Savvy, so she can take Sage away from her while she's worrying about Tom.
Also, that picture's background looks NOTHING like the trailer park. (Ik that it would be kind of hard to get a picture ate Tom's trailer park, but just to get the story going.)

okay so i tweeted this at sophie, but i would like to share this publicly as well. PSA: i've watched too many horror movies and have continuously figured out who the killer was. enjoy this theory.
all points show that brooke is the main suspect. we know brooke is sly and clever to ruin people's reputations and/or lives (aiming at savannah in the series), so why would she make things obvious that she did it? i think you know where i'm going with this. someone framed brooke. they drew attention to the pet who you'd think most likely did it because of their personality and things they've done in the past. at this point, it could be anyone. maybe tom planned this and did all of this himself to bash on brooke and get her back for something. i just have a big feeling it isn't brooke. #FreeTom

There's some evidence (but very few) that points to Savvy. Savvy hates Brooke, right? Savvy has NEVER gotten back at Brooke, or at least not in any good ways. So Savvy could've done this, considering if you did a murder, you'd have to have a SQUEAKY CLEAN image. And that's what Savvy is. One of the cleanest windows you could find! She could take that into MAJOR advantage. She knows how to act innocent, she's done it almost every day at this school. So once she had kidnapped him, she knew there was lots of FAKE EVIDENCE planted all over that school it's Brooke. And it all worked fine for her, since Brooke happens to be one of her enemies. It's not Brooke. Isn't acting snarky and a bit secretive just in her nature? And she's not acting any different from what she acted like before this happened. Savvy, however, is acting a bit strange. Savvy is known as a worry wart, correct? Wouldn't she perhaps mention, "I really hope Tom's okay!" at least once?
