How to reject a request from particular ip

You will need use a Network ACL for that. But for a white variety of use cases using NACL to DENY for individual IPs wouldn't be the incorrect way to do it.

Then how to stop a incoming requests from that ip..
If there are no.of request then no.of instances will be created by auto-scaling based on traffic.. so how to stop that?

What is your use-case? What are your objective? in other words, What problems are you trying to solve by blocking a "particular" IP?
