To me I feel if you're short of funds and want to go to Canada, it's better you apply for a one year programme in Atlantic provinces, there's no much population there, they can attend to your application faster, just thinking out loud tho.

Two years program is preferable if you can afford it . However , if you don’t have much money ? Then do 1 year and before the 1 year program ends ? Start another 1 year program . Then it will count for 2 years and you will still get 3 years PGWP .

If you apply for 1 year course you can show proof of living expenses for 1 year and once you are in canada then you can go for another course (1 +1) where you don’t need to show any GIC OR proof of funds because you are already in the country.

If he hasn't left for Canada, it's best to change now.

If your admission letter says 2 years, then you can get a 3-year work permit. .

You may have to apply for another program. If your visa expires, you can apply for visa records first and then apply for another study permit.
