Not simply how powerful Popeye is, but how powerful Toon Force itself is in Popeye's use. Toon Force, in general, allows practically anything conceivable to be possible so long as the one using it--or the audience beyond the 4th wall--finds it to be funny or just amusing. Popeye's use of it takes a more direct path . . . humor and funny don't enter the formulae as heavily as his commitment to showing that as long as you don't give up, you can overcome even the most insane of situations and best even the most imposing of bullies and goons.

I'd love to see Popeye punch out Darkseid. He'd be so mad at seeing all the evil crap that Darkseid has done and clobber him. He wouldn't stop at the avatar, he'd somehow find a way to go after the true Darkseid and knock him for a loop.
And I bet Popeye will do this ad nauseam since both are practically immortal and Darkseid will never stop being a bully.

The reason popeye is so powerful of a character, is because he's not a character at all, but rather a real person in the real world.
Ie there was literaly a sailor nick named Popeye who would always got into fights and told all sorts of tall tales which inspired the artist who made the cartoon. Ergo to anyone in the fictional universe, hes literally an extra dimensional being.
His name was Frank "Rocky" Fiegel, often called Popeye due to an injury he sustained to one of his eyes.
I whould love to see Batman interact with an actual cartoon character because of just how interesting this concept whould be: Batman, a hero known for always being prepared and smarter then most of the heroes that exist, having to deal with someone who looks harmless at first but can do whatever they want as long as they find it funny.
Warner Bros owns DC, Hanna Barbara, and Loony Toons. There was a series of one-shots in which heroes interacted with toons.

One pop-eye short where he landed on a truck that was transporting food, he took out a can of spinish only to find out that it was empty. Thankfully, the truck driver reveals that the food he was transporting was, in fact, Spinish and that he allowed Popeye to take some to power up. So, if pop-eye has one weakness, it would be nelecting preparation which he usually have a sealed can of spinish in his pocket in case he needs to face a bigger foe.
For those who remember the 1980s cartoon "Popeye and son" (yes, Olive Oyl is the mother), Popeye Jr inherited his dad's spinach powers, but hates the taste of spinach....😅

I thank my late material grandmother for introducing me to Popeye. If it wasn't for those Max Fletcher VHS she had back in the day, I probably would've seen the animated mega power that is Popeye. Now the Sailor Man's influence isn't just found in Superman, but in many other characters throughout fiction: Super Mario, Goku, Forrest Gump, heck even some heroes in a half-shell; the list is damn near endless.

I think there are few options that could work on Popeye:
1. Thought just a theory, popeyes power are affecting matter and self with cartoonish elements because world is constructed as such. So question is if Popeye has same power outside his universe or will for example "logic" start to affect Popeyes powers and physics outside from rubberhose like environment.
2. in Dark Nights storyline, there was universe similar with popeyes, death defying and cartoonish world that was attacked by Perpetua's predators.
It would seem they had power to defy cartoonish logic and actually inflict lethal wounds on cartoons.
3. If i remember right, there was some metal of two variants: darker one that can kill anything, be it magical or kryptonian like or corrose them with madness. Another one was opposite that countered this darker metal. I believe it was called Nth metal or something.
