There's likely a limit on how often you can do that too often. Same thing in Bewitched. They teleport at times, but flight is more highly favoured.

Like there is a quota for how often one can cast spells on mortals, after which direct magic usage cannot effect one who had been exposed to magic an inordinately great number of times.
Only things like stepping into the interdimensional portal, or magical foodstuff that briefly makes one act a certain way has any effect anymore. But finger points, nothing.
Teleporting might have its limits within a particular time period. And there may be places with lead and high numbered plastics lining the walls.

Plus, even if the magic dust didn’t have any harmful chemical effects on the environment, all that sparkly dust would have definitely attracted too much unnecessary attention from mortals, so Sabrina was pretty much breaking their equivalent of the Statute of Secrecy there.
