Because these days people just replace toilets every time they move into a new house or like every 10 years it seems. Toilets also used to be a LOT more expensive because they required more work to be done by hand and they were much better quality. This Siacto would have been around $63.35 in 1930 which amounts to over a thousand dollars today.
Cleans the bowl better than the Devoro but couldn't quite take it all (very close though). I bet the Siacto has the edge over the Devoro in normal everyday use.

You can take a Scrubbing Bubbles flushable toilet cleaning pad with its stick and clean it. That'll help get the dirty bowl cleaned.

The restrictions allow them to only use 1.28 gallons or less so they are physically unable to perform that well.
