I played around with JOTS a few months ago. You can also go Dblade(3) bamis (4) cloth/boots/Mr mantle for the fast 5 stacks and then finish dmp + mercs + hollow radiance for 10 stacks
Have been playing Shen a lot myself and I found unironically unsealed spellbook a very nice key stone as Shen can get great use out of many of these summoner spells. Together with your short I combine it with an early dark seal of potential Mejais. And in the end the speed of magical footwear, dead man's plate and 10 stacks Mejais makes Shen so fast its almost criminal.
