This is simply just seiyuu or voice actor at work. They alter their voice to match the characters they play which in this case Subaru. There are times where they accidentally break their characters thus speak using normal tones or voice, as seen in this video. Not sure why Eng still community doesn't understand this. Subaru's in character voice is rather demanding, still impressive she does it non stop in her longer stream.
