      He is talking about the comunist dictator that ran Romania until 1989. Not in a good way.

      It has many romanian idioms that cannot be translated in English without loss of meaning but here is the best I could come up with:
      Ceausescu, the criminal
      He made our lives bitter.
      Ceausescu Nicolae,
      He burned our country to the ground.
      He took our food and warmth,
      And eventually even our light.
      Even in rain and wind,
      He took us to work in the field,
      He made us work in the factory,
      Even without bread and cigarettes.
      On day of 22,
      Time came for us to start living again, to live in freedom.
      In Timisoara there was great sorrow.
      What were the students doing?
      They were taking to the streets with banners.
      They marched the streets shouting
      "Down with the dictatorship!".
      The hospitals were full of wounded,
      Wounded and crushed by bullets.
      What were the students doing?
      They took cars and went to Bucharest.
      On their way they were shouting from car windows,
      "Come, romanian brothers!"
      "Let's get rid of these cruel people!".
      He is telling the kid about romanian history under Nicolae Ceausescu's communist regime. He was a cruel and hypocrite dictator that was finally took down by people on 22 December 1989, after intense protests also described in the song.

      Ceausescu was the Romanian dictator ruling from 1965 till 1989. He oppressed Romanians and instituted a policy of ultranationalism, mistreating Jewish, German and Hungarian minorities. As bere georgiana translated the lyrics below, the dictator really restricted people's access to heating, electricity or food. He and his family lived a pompous, rich life in the meantime. People got fed up with his dictatorship in December 1989. Revolution broke out in Timisoara (Temesvár) when Hungarians joined by Romanian students first tried to prevent the Securitate deporting a Hungarian priest, László Tőkés. Then the whole thing became a revolt where people came with banners and started chanting "Down with the dictator". Ceausescu ordered to shoot the people, but the revolution spread to other cities and in the end to Bucharest as well. In the end, Ceasuescu and his wife had to flee, but they got tricked by their own party members, were captured and executed in a military garrison in Tirgoviste on Christmas Day in 1989.
