I am just amazed by how lax the laws regarding consumption of alcohol in public are in the UK. That man was obviously drunk and just sitting there drinking a beer. And the cops did nothing. Drunks are unpredictable and, in his altered state, he could easily have been assaulted or robbed. He should've been taken into custody for his safety as well as that of the public.
It is an offence to fail to comply with a request to stop drinking alcohol in a controlled drinking area. Only certain councils use public spaces protection orders to restrict the drinking of alcohol if that space is associated with anti-social behaviour. Maybe this isn’t a controlled drinking area. It obviously should be.
Don't forget these are MOD Police not Metropolitan Police so the rules are different when outside of Horse Guards, he would probably be grabbed soon though as that area is very heavily Policed being regarded as a high value target area.
