    As someone who has been in construction for 35 years here in the Bay Area, I can tell you the problem is even bigger than what is being described here.
    Even before the pandemic, large multi-family builds took years to get to the permit approved status, and often times with rosy scenario cost and revenue projections. Now labor and materials especially are not just over original budgets but many materials are simply not available on a steady basis. This factor of not being able to keep a schedule substantially increases the chances of a project running out of money before its finished. It is a risk fewer people are willing to take, even for non-profit builders.
    Even as we are emerging from the pandemic, there are a few factors that make the problem even worse. The labor and material costs are not going to fall, not by any stretch. On the revenue side whatever projected rent rolls might have been are now much lower. Because a good portion of the local workforce can now work remotely, their housing expenses are now being paid in other areas of the state and country. You simply don't have as large of a highly paid captive market of people who have to live here to make their living.
    Even with millions in subsidies from the State, it will still be unlikely that we will ever see a substantial increase in subsidized, affordable housing here in the Bay Area. It costs more to build a basic unit of housing, even done on scale, than most people realize. I've seen estimates of 500k per unit, and at this point I would say that is light by a 100k.
    Even with the new builds being exempt from rent control for some period of time after building, I think the statewide rent control laws really spooked a lot of developers, large and small. Many of the folks I talk to say they are really focusing on smaller projects that are market rate, and only for sale units(condos and townhomes).
    I'm not a huge fan of Fiona Ma, but I agree with her view that "there is more bang for the buck" by giving money to builders in places(central valley) where they can get more units built for the same dollars.
    I do enjoy this series, I look forward to more angles on this.

      @@CandiceNguyenTV I started out in wholesale material supplies and then got into estimating for multifamily housing. Most of my work was reconstruction. I spent about 6 years doing insurance restoration work in single family homes and some multifamily buildings. Now I work as a cost estimator determining replacement cost values for property insurance policies.
      New builds are different from recon, but I'm the first to acknowledge that new builds have far more headwinds that simply repairing or restoring buildings. I can't tell you how much time I have spent in Bay Area building departments just trying to get permits to fix buildings and get people back in their homes after a fire, flood etc.. It can be cumbersome to downright punitive how some, not all, building officials can be. I miss helping people in times of distress, but I don't miss the arbitrary and often times conflicting direction that building officials give. The building/planning departments of big cities of SF, Oakland and San Jose are notorious for this. The smaller cities are generally as stringent as the big cities when it comes to building code, but they are at least consistent in both their interpretation of code and enforcement. I could not imagine being a new construction builder in this region.

    Just like millions of People migrated for better economic opportunity, people will have to move for lower cost of living. It's not just housing, everything is more expensive along with high taxes in California.

      @@bayaholic Don’t forget Trans 🏳️‍⚧️ people get everything first . A trans person came from a red state because they heard how everything in California is free. This person came here got free tuition for school, housing, food , money $1400 monthly because their trans, free plastic surgery.

    I first moved to the Bay Area a bit over 40 years ago. I feel nostalgic watching this story because I saw the same stories 40 years ago whenever there was a jump in home values. I have no doubt it will continue for another 40 years. Affordability isn't the problem, it's a symptom. The problem is the great climate. That bough in business, people.
    Sure, create cheaper housing but it solves nothing except give Doug a place to live. Doug will then be followed by Tom, Dick and Harry looking for their subsidized home. The Bay Area is a great place to live.
    It doesn't look to me like anyone is actually interested in solving the problem because to many there is no problem. New companies are happy they can do the same stories over and over using the same scripts so cheaper content. Organizations helping homeless and advocating for affordable housing is a growth industry so they sure don't want actual fixes...they'd be out of a job. There's also a lot of people in government who's jobs sound like they're supposed to be solving this problem but need to keep the problem to keep their jobs.
    To fix the problem we have to look at the problem rather than the symptom. But WOW, we are not allowed to even discuss the problem. Why people who can't afford to live in the Bay Area actually in the Bay Area? It seems a simple question but WOW....can't be asked.

      You are asking why service employees are living in the Bay Area? Well, because we all need things like markets and restaurants and services like janitors. At least law enforcement makes enough to have a house for their family elsewhere and can commute in from, say, Tracy (although some sleep in trailers next to the county jail, during their shift days, and there may be more as gas prices continue high). But there is one thing---a lot of service employees are emmigrants who are willing to live with multiple numerous people in a housing unit, if that's what it takes.

      I totally agree......People who are not willing to work hard to live this not the place to live. The only provlem in California is the government....especially the school system is so bad. The government people does not really care or does not know how to run and manage properly.

      Let me add some Captain Obvious points:
      1. Too much demand by better paid people
      2. Affordable Housing is really subsidized housing
      3. Bureaucracy is stifling
      4. Rent Control Bureaucracy drives out small mom and pops
      5. Activists want cheap housing in one of the most expensive places on the planet....how does that work?

    They screwed the mom and pops with moratoriums and rent controls. Now they block developers with red tape. Cadillac committee is not acceptable. Governor should rent out rooms in his house to Cancel renters. Try the business and the laws himself . Good luck!

    The state's developers need to be permitted to build enough even market rate homes so that market rate becomes reasonable then the state won’t have to spend as much to create affordable housing.

    Prices are high because zoning has artificially restricted supply. It really is that simple. Britmonkey's "the housing crisis is the everything crisis" here on TH-cam is a much more thorough review of this problem and the appropriate solutions. Simply put we need to allow as much development as the market will bear which can only be done by repealing exclusionary zoning

      more housing, more energy needs, more water, more schools and on and on. more taxes dont need more housing, need less californians. If you build affordable housing more will move to california. endless cycle. Newsom is doing his best to accomplish this. with the California surplus should be building resevoirs, power plants if we are going to increase housing stock, already have water shortages, and black outs. Need to pay homeless peoples rent in places like Visalia, Stocton, Bakersfield or wherever building is cheaper. maybe even to rust belt areas like Youngstown, Cleveland, etc. not of the most expensive land in the world.

    With a 20 foot temp container type unit out back, it can always be moved, ( if to many problems occur ) but provides the homeowner with the income to help keep from loosing their home.

      Market rate is pretty high in the Bay area. Lucy would pass out if she saw the prices now. Installing washers and dryers would probably need more red tape lol.

    The solution is to forget about "affordable" housing and just let developers build lots of market rate housing. The price of housing is about supply and demand. If we take away all the "affordable" housing requirements then a lot more housing will be built and market forces will make housing affordable without any taxpayer subsidies.

      To get enough market rate housing zoning regulations have to be relaxed to allow it. There’d also have to be some protection against lawsuits filed by homeowners trying to block development in their neighborhoods.

      @@NovaDoll the expensive market rate homes will take up people with more money and leaving older homes available that will drop in price so market rate housing can indirectly make homes more affordable. And not building will definitely make everything more expensive.

    When you own a house a small rental property provides an additional income for the homeowner that helps make ends meet and they live right there to help with checks and balances.

    Having worked in apt management for 28 years the LIHTC / tax credit benefits the owners not the residents...🤔 The only affordable housing is with a section 8 voucher..

    Thanks a lot for the series. A terrific start to a complicated issue. I would point out that while it’s nice to focus on the government funded projects, the vast majority of housing has and was built without any subsidy, including the small mom and pop buildings that you covered in Ep.2. This can’t occur anymore because over the last 40 years, California has instituted caps on the amount of housing that you can build on most parcels of land. And on top of that, building costs (permits, labor, taxes,etc) adds 50%+ to the cost of building versus other large metro areas. This means less housing gets built on each unit of land, which further exacerbates the housing supply issues. Changing just this in California would add lots of new, more affordable supply.

    California was never affordable for the average working person. A place to visit but not live there unless you have money. I would love to live in San Diego but not move there then still would have to work several jobs and live with multiple roommates. Then live paycheck to paycheck and never be home to enjoy it.

    It costs about 100K to construct a small house. For 1 Trillion, at least 10 million homes can be constructed to house over 40 million people. This will solve the homelessness problem, save all the section 8 money, make owning more affordable, and stimulate the economy: if you don't have to pay rent you will have extra money to spend on other things.
    The government can sell those homes to people interest free over a 10 year period (at about $900/month). However, this probably won't happen.

    Here is sort of a solution for the state of CA. On those vacant lots you can bring in old RR shipping cargo containers and convert them to public housing. I have seen it done and it can be done on the cheap. You are welcome CA. Part of the problem solved from Australia.

    The next major problem is the housing crisis. A lot of people are in need of affordable housing and companies in certain areas cannot get workers due to a shortage of housing in that area. That also affects the economy and therefore everyone. The solution would be for the government to have affordable housing built through private companies and set a price on the costs with a modest profit. We give other countries tons of money every year so use that money to fix our housing problem. The housing bubble is going to bust soon.

    they should help renters to buy the buildings from the owners. they re already paying the mortgage. the city and state can help secure the down payments and loans. get rid of the greedy middle people who rent out the properties.

    Look at California High Speed Rail...10 years of permitting and not 1m track has been laid
    Newsom could emergency permit fast-track residential housing if he wanted to
    Currently residential construction workers continue to sit on their moms couch collecting govt checks smoking pot
    cannot do any actual work since all Blue States place so much regulation on all residential construction
    It takes YEARS for permits to be approved before actual construction starts
    I think we need to bring back AHHNNOOLD!

    The correct house hack for those with a meager income like Doug is to rent a room in a large house with roommates, not to have your own apartment as a single guy with a meager income. Even sharing an apartment is too expensive. That's why you see a bunch of houses in San Jose with driveways stuffed with cars and more cars parked on the front lawn. If you pop open the garage, you'll see that there is someone living in there. If you look through the bedroom window, you will see bunk beds. I'd like to see a future episode focused on the single family house being rented out to many roommates so guys like Doug can be educated on the smarter way to find housing.

      Zoning regulations typically will limit the legality of that. I am not in CA, but I imagine that zoning regulations exist there similar to what exists where I am - residential units are intended for “single family” use, and to cover the roommate situation the regulations will say something like a family consists of people all related to each other or a maximum of three unrelated people. There is even a town near me that limits it to a maximum of two unrelated people. Doesn’t matter how many bedrooms in that residence …

    What the Asian lady meant to say was $1.7 billion was funded $1.1 billion was for pork barrel spending. And the other $600 million spending was for actual housing. "MAYBE".

    This is really pathetic. What I hate about todays california is it is a culture they can't figure what to do with out billions of dollars. everything has to be on the passed on the renter.     That state treasurer sucks, she’s talking like a businesswoman, having all those ready shovel projects compete just to find the cheaper payout, what a backwards idea to help the process, just focus on prie test that can provide the most housing, forget the bill since California already has a lot of revenue and more coming in
