I wasn't able to do this strat on the second encounter after catching Primarina. I blamed RNG for letting Primarina spam Moonblast after I used mud slap X3.

It doesn't work when the shield is up. You should be able to get 2 in as soon as it resets it's stats (before the shield goes up)
