Watch videos on YT, if U know basic principles of caps, inductors, how diode works, how FET work, U are able to make simple synch. or asynch. BUCK, which can be controlled by Arduino, ESP32, ESP8266, STM32, code for FVOC or PandO methods are very simple, if U want to use ICC, U have to add som current sensors like ACS712 ACS758 and pair it with ADS1115 converter in single mode, than U can add Dallas for temps, make WEB server or MQTT server to publish values like PWM, V_IN, V_OUT, I_IN, I_OUT, if U have precise current measurement U can accumulate SOC meter to see if battery if FULL or EMPTY.
