to put in context how fast naruto characters are haku in the very first arc was using light speed attack to which sasuke could keep up with with his 2 tomoe sharingan and naruto was able to grab his hand in .5tails(basically chakra enraged no tails). kishi has to mention that they fight hella fast but they animate it slower to show us those clean hand to hand fights.
