I never saw you submerse it tilted, which is what our directions said, and what we had to do. I don't know if you have the same direction book we do. Mine doesn't pulse, unless you set it down directly without tilting it to let the air out of the side. It's the exact same model, but it runs continuously.

It only will run continuously if complete sunshine. Pulsing because not enough sun. I have one
I love mine.. it works very well with direct strong sun.

She didn't tilt it to release the trapped air out of the side.
You need more direct sunlight. Mine works fine. It only started to pulse when the sun was setting.
