Literally all I got while watching the music video was the gender part, everything else she said flew completely over my head.
It’s also a hat’s off to the Roaring 20s and the Dandy movement .
when some women started wearing trousers and it was seen as unseemly and unfeminine and they went to parties in 1920s ( like in the Great Gatsby) where they could dress however they wanted , ( safe place) that’s when you’d find same sex couples who are female one of them had a “Dandy” appearance (like phoebe in the video) and the other a “Flapper” the girls in fringed dresses. That’s why you see Phoebe dipping Harry because she’s Dandy androgynous character.
The Dandy were also men who wore suits but the suits had “feminized” elements in the way they dress and their demeanor . So basically Harry is saying not new he’s just bringing it back in case some people had forgotten!

I read somewhere that said this was symbolizing the 80’s (I believe) where it was illegal to be gay so they had underground places to meet, and that’s where Harry and phoebe were dancing. I also think that she represents Harry’s “feminine” side, and when he grabs her hand he does it at the part of the song that says, “it’s okay”. Very symbolic, I love it. You can also hear sirens at the beginning of the video
