People prefer negan over the governor since they dont value the story much as the characters, the governor was someone you would either fear in the apocalype or join for survival, you would see this man everyday before the apocalype. He was a normal guy, negan was just the same jokester clown who wanted to die and see his wife, like a user i saw said, negan is a human masking as a monster, the governor is a monster masking as a human The governor used the death of his daughter to live on longer, sure he did things even threatened to SA Maggie, But that's why the governor is more evil than negan. Hes realistic. Hes twisted demented and criminally insane. Love david Morrissey and I hope to see him roles like this
He has a respectable look to him. He's extremely calm and non reactive in all situations, and you can't help but feel very intrigued by his charisma and personality. Easily the best Villian in TWD.
Kinda feel like there was a little bit of revenge in Plan D when he got to the prison, despite what he said to Rick and the others about how it wasn’t personal, I feel he was either in denial or simply lying so his people wouldn’t second guess the situation
I believe that the Governor is the best villain in TWD because his scale of cruelty throughout the series grows so astronomically that it makes us think he is a force larger than life and completely ruthless, very different from other villains like Negan and Alpha, who are already presented as villains in the plot.

in my eyes, the Governor is the best villain of TWD because he is first seen as a good guy and we follow his evolution until he becomes a real protagonist, moreover he is a villain that we can easily hate (he killed Hershel anyway...) I sincerely think that Rick could have been like the Governor, and in the end the Governor is just a poor man who lost his family, overwhelmed by this world of death

He played a believable sociopathic villain. I wish he didn't die in S4 but came back later at some point but now that TWD is a joke because of the writing and 99% of the later seasons are filler episodes I feel like it would've felt like a cheap way of making the show exciting again like Fear's season 8b is bringing back Troy Otto from season three.
Season 4 episode 6 made me like the governor and not want him to attack the prison. Not for Rick's sake but for his. he had everything including a girlfriend and a new daughter he just couldn't leave Rick alone.

The governor isn't the best TWD villain for any of these nonsensical reasons. It's simply because he tries his best to portray himself as an ally or a impartial individual when he is the one causing problems. Everyone else is incredibly direct. He's not. That's as simple as it gets.
Negan is just a guy, a letdown with grandeur in promise but is just a guy. While the governor is a man who wants power and to look like a normal person. Boy did he truly have grandness.
