My impression is that the Irish DPA is being very careful not to annoy the big tech companies based in Ireland because these are a huge source of employment. If these companies decide to up sticks and move outside Europe, Ireland will have to deal with hundreds being laid off. Ireland bends backwards to keep Google, Meta, Twitter, etc, by giving them very generous tax breaks and other perks. Let's remember that before Ireland welcomed these big tech companies, the government of the time was dealing with mass unemployment and economic stagnation.
