Student Question about Tuning a piano and Stability as Beginner

So, here's a question. Sometimes when I finish tuning the low and middle section of the piano, I go back and check the low section and it is 3 to 4 cents sharp already. Is that normal? I use tunelab and I try to stop the needle, usually rolling slightly to the right but less than a cent sharp.
