The explosive power in that ship is about 7 times greater than the explosion in Beirut. If the worst happened, and it affected the SS Richard Montgomery, could be a lot of carnage on that bit of the coast.
But is it being held under the same circumstances as the Beirut explosion? If stored differently, could pose no risk at all (even with many multiples of of stock). Or could pose greater risk.

How do we know its a Russian vessel? It looks like a survey boat to me. They tend to hang around doing tests for a few weeks. Used to see them in Cornwall every year, testing the south west coastal waters.

There could be 7 to 10 times the amount that blew Beirut to smithereens on board that vessel.
A think people are getting a little excited. Whilst some debris may land on the coast. Its not powerful enough to cause too much damage. Broken shards of glass might be an injury causer. And to cause Montgomery to explode it would have to be a nuke.

Ships dock everyday all over the world full of fertilizer. We'd starve if they didn't. The Beirut explosion was a warehouse which somehow caught fire.
