If the rock were spinning in the same direction at the same speed of the diamond wire, it wouldn't make a cut. It's all about the friction.
Most other diamond wire saws are stationary. The bigger the idler pulleys, the less stress there is on the bearings. Smaller pulleys just means more stress on the bearings, and you will have to replace them a little more often.

This was one of the first machines cost around $30k they are now $50k and way improved from this example
