Hamas is a government They employed thousands of Gazans for street maintenance, water/sewer/power, fire dept, police, EMTs/rescue, administration, schoolteachers, colleges, hospital staff, park maintenance, food distribution for the poor etc. Just like any other state.
Since all that is gone there's not much to govern. The tent encampments are just families packed into a couple areas. The rest is bombed and they aren't allowed in there.
The hospitals don't exist anymore most of Gaza medical staff were killed. There was one or two makeshift clinics using salvaged equipment and a skeleton of a staff trying to help bomb victims and sick kids.
