It is, if you are in a bad situation you can just charge an attack and ignore alot of damage. If you have a size build, you can abuse full charge explosion, raging impact, smash or etc. So i would say it is very good indeed.
A little bit, it’s good if you have multi hit spells that take a while end after activating. Examples being surge, selino, 5 hit smash/explosion, or 20 hit blast/shot barrages. I wouldn’t use it if you’re a warrior.
As Warlord with Dense weapons (or savant, if that is your cup of tea) you can use resistance to make any damage you take from using your ungodly slow weapons not exist. It's especially effective on Boxing Ice savant, where you can get a max resistance build (with Ice Arcanium Armor that is Abyssal)

I am not using a cape, if you are speaking about the Ice Conjurer, its a Large Cape.
