Because last time when US still in PH there was no China aggression in Ph EEZ.The took advance when there is no US presence in the country.Scarborough shoal was still under Ph control when US still in Crark air base.
If we are to face a big navy and threats of hypersonic missiles and artificial islands military bases nearby.
What we may need are many anti-ship missiles, HIMARS, Brahmos and Tomahawk, and other anti-ship missiles and attack drones, multi role fighter jets and ships that can deliver precision guided missiles to enemy ships and submarines, and missiles defense systems to intercept incoming hypersonic missiles. We may also need long range Dark Eagle hypersonic missiles.
But you forgot the one most important thing funds!

China has the largest standing army with 2 million active personnel and 2nd largest economy. If China declares war on Philippines, it will be a carnage. Ph only have 120,000 active personnel and very weak military equipment. All it can do is prolong and endure the attack until USA fleet arrives.
China can’t move 2 million troops even if it wanted to. Assuming no one is shooting at their warships, transports, landing crafts and helicopter, it will take them several months. With that slow pace movement, they’ll all die in the waters and beaches of the Philippines.

I don't think you understand the cost of building your military to withstand Chinese aggression. This is a cost that the Philippines could never do on its own. You should appreciate all the help coming from the US and its allies in the Pacific area.
