That is a very good question. The cone as you call it contains the radar. The primary purpose however is to slow the intake air down to subsonic as the engine could not deal with it
There will never be such a fast and agile aircraft as the English Electric Lightning ever again. Hopefully she will fly again to show the public how good she was compared to modern day interceptors.
