[Spoiler for people who didn't read the books] The war is not between Daemon and Rhaenyra, but between Rhaenyra and Aegon II (son of Alicent and Viserys). Rhaenyra will marry Daemon, but because he's not loved by the lords and ladies of Westeros, it'll actually bring more harm than good to her political standing.

@@svverte5578 oh he should married Alicen to control Otto, if they had a son it doesn't matter because Daemon and Rhaenyra son had stronger claim to thrones as a pure Targaryen. As a Targaryen king, Viserys could also take a second wife like Aegon I founder of Dinasty, he could take Lord Corolys the sea snake daughter Laenor as his second wife when she's older enough. Strengthen his alliance, while controlling Hightower influence in the court.

​@@suptandarsaefulakbar1032 I'm afraid that Viserys is not smart nor cunning enough to be able to control Otto. Also, Hightowers already had a big influence in the court, because Otto was his hand - marriage to Alicent, no matter what, would only strengthen it, because a queen, even if not active in politics, is still a sign that this particular house is important and should be listened to. If I'm not mistaken, Targaryens stopped taking second wifes because of the Faith and what Maegor did to his wifes (and it'd be Laena, Laenor is a boy and Rhaenyra's husband).
However, the most important thing is the fact, that his and Alicent child, a male heir, actually have a better claim to the throne than his firstborn, Rhaenyra. Jaehaerys I, when his son and heir, Aemon Targaryen died, passed over Aemon's daughter, Rhaenys and named his second son, Baelon, a heir. Later, when Baelon died, during the Great Council, lords decided that only a man can inherit the Iron Throne. They skipped the female line and named Viserys the heir.
Later, Viserys naming his daughter the heir was accepted, because the realm hated Daemon Targaryen, so they were willing to accept a woman on the throne.
However, Viserys fathering a male heir with Alicent created a problem - suddenly there wasn't any reason for Rhaenyra, a woman, to be a heir. Her marrying Daemon actually will cause more problems to her political standing.
Also, it doesn't work like that - their children may have more "pure" Targaryen genes than Aegon II (same with her sons that were officialy from her first marriage with Laenor), but they still will come from the female line and therefore, according to the verdict from the Grat Council, they'll forever have a weaker claim to the throne than a male heir from the second marriage. That's why there's a conflict between Rhaenyra and Alicent, that will later escalate into the full war between Blacks and Greens.
If he wanted to control Hightowers, he should've order Alicent to enter into a less advantegous marriage and cut the influence that Otto had, but sadly, Daemon was right - Viserys is weak and too trusting. His actions led to the war that almost ended the house Targaryen and caused dragons to go extinct.
