There's that one rapper that had a hit record with kids singing the hook that inspired this song and several others.
The Dogs did it in 1990 with the song Yo Mama's on Crack Rock, and in 1991 with the song Nasty Dance. But I know you meant Jay Z in 1998 with Hard Knock Life. The R&B singer Jaheim had the song with kids doing the hook too. I'm trying to remember if any other rappers used kids on the hook before then.
The James Brown beat at the beginning of the video was from another song on this album called GET DOWN. If you want another NAS song to do, try ONE LOVE.

Why was Get Down mixed w I Can?
They used to do that stuff for music videos. Kind of like advertising more songs in a way. In this case it seems like an artistic choice, you think you're getting a "get down" style song and your expectations are subverted
