Mr Kalsan Tsultrim la might be a atheist but for the Tibetans, specially Guru Rinpoche is very precious and he is considered by many Buddhists as second Buddha, but Mr Kalsang said Guru Rinpochhe is just a tantric. I think he might be a researcher but not a expert in Tibetan history.
