Sir please clarify that if any advocate send a notice to someone on the complainant of his client than it's mandatory to reply the notice by the respondant...Means respondant is bound to give reply of Advocate notice ? Only advocate can send the notice in his own capacity as per law ?..Means is advocate authorise to give notice in time bound to respondant ?
I have filed the complaint before the Chief Judicial Magistrate court on May-2018, After going through the same, on the direction of the hon’ble court, FIR was lodged on 19-07-2018 at concerend PS for further investigation. Sir, i have made a RTI application on 29.8.20 through registered post in which i have sought 13 point information. And application was delivered on 31.08.20 in CPIO Office. But till daye i.e. on 01.09.20 i have not received full information except 3 no. Points. I have received 3 or 4 letters vide which they have transferred my application to concered CPIO. But, I have not received any information from main concerned CPIO. Now what i have to do.

सर RTI बहुत ही आवश्यक act है पर इसका का गलत उपयोग भी हो सकता है । इसमें एक प्रावधान और रहना चाहिए कि सूचना मांग कर्ता 1)विभाग जिससे सूचना मांग रहा है उससे किसी भी पहलू से जुड़ा हो । 2)सूचना मांग कर्ता को जिस तहत सूचना मांग रहा है उस कार्य या संस्था या उसके क्षीण भर भी जानकारी प्रक्रिया उस विभाग की क्या गतिविधि है ।रहना चाहिए । 3) मांगकर्ता को जानकारी प्रदानकरने से पहले कम से कम 2,3 सामान्य सवाल या बातचीत सूचना अधिकारी से करनी होगी । ऐसे में किसी और का नाम लिखकर स्तम पेपर खरीद कर किसी भी विभाग या संस्था या कार्यालय में लगा कर स्टाफ को परेशानी होती है । जबकि मांग कर्ता दूर दूर तक कोई नाता नहीं है । कम से कम अगर विभाग से जुड़ा जैसे कोई हितग्राही किसी योजनान्तर्गत लाभान्वित नहीं हुआ तो मांग सकता है । पर दूसरे जिले में रहने वाले के नाम से अगर सूचना मांगा जा रहा तो उसको सक्षम अधिकारी के समक्ष थोड़ा सवाल जवाब होना चाहिए । इस तथ्य में जितना लिखूं कम है क्योंकि मैटर बहुत ही संवेदन शील है । आप थोड़ा और क्लियर कर दीजिए सर ।की सूचना मांग कर्ता के लिए क्या प्रावधान या सीमाएं रहना चाहिए । धन्यवाद
