He had Higher than normal intelligence since he was in elementary. That + being isolated and being seen as a weirdo/outcast because of how smart he was drove him to develop arrogant sociopathic tendencies and see people as "pawns" or "tools" to be used. And hina being the only one that treated him like an actual person lead him to become obsessed with her, he wasn't in love with her just obsessed that a person like her is real.
I mean kisaki says it himself, Kisaki quite literally made PERFECT plans. To the point where even tho takemichi was time traveling, he still couldn't prevent a multitude of futures from going kisakis way without him going to the past and fixing/changing something. Which just goes to show how much of a genius kisaki is.

And he highly respects Takemichi as a rival for Hina. Even though he was able to easily kill Takemichi many times. But he didn't do it. Because Kizaki respects Takemichi. It was crazy love and I am saddened by Kizaki's love story. He did everything for Hina because he wanted to be like Takemichi. Some people may not like my opinions. But I think in Tokyo Revenge It's a children's story. It's not surprising that what Kisaki thought seemed innocent from the viewer's point of view.
