searching for culvert pipes in the US 395 Levi south of Bridgeport CA. 3,20,2023

the big meadow Lodge has been here since the early 1950s.
years later u.s. 395 was realigned and elevated for several miles through the valley.
this has created a levy effect of all properties that are east of us 395 from the big meadow Lodge North to the 182 turn off in Bridgeport CA surfer from inadequate drainage.
combine this with continuous snowplows flailing snow into a culvert ditch that parallels the highway with what appears to be no Calvert's transferring water to the west side of the highway ?
with all the snow and ice that caltrans placed in and they were advised by several locals to please clean out their Calvert's that are in there right away.
if the general public gets in there with a tractor or something they will be one-hundred-percent liable if not arrested for trespassing.
so the caltrans bigwigs came in from Sacramento to do their fall inspection of all the caltrans facilities I was out camping the green Creek area about a mile from Dynamo pond.
I noticed three caltrans employees with their orange light blinking hanging out the windows taking video driving into Dynamo pond.
they stopped at my campsite on the way out and started taking video of the scenery.
I asked them why they were out here eight miles on a dirt road away from any caltrans maintain highway.
the one gentleman in the floppy hat became extremely belligerent and attempted to enter my motorhome.
I retrieved my cell phone and begin videotaping and this is the conversation we had.

perhaps if they had actually INSPECTED US 395 highway and it's drainage infrastructure systems this flood would not have happened.
the big meadow Lodge was sandbaged but caltrans created a river and ice blocked Calvert's from months of throwing snow with plows into the culvert ditches.

so with caltrans raising the highway higher than buildings floors that existed before the elevation of US 395 it just becomes a
levee system that floods.
